Hole near Northport

I have spotted interesting place near northport. But i found there doors which i need quest to enter there. Maybe anyone of you mates knows what quest i need to enter there and what is on floors below?

Oh it's very interesting ^^. I need pacc to do a quest, but do I need pacc to enter there (with done quest) and exp as a facc?

Yes, you have to got a PACC
